KOLKATA: Problems relating to land acquisition have put rural infrastructure projects in two of West Bengal’s neighbouring states, Bihar and Jharkhand, on a slow track, according to the latest annual report of National Bank for Agriculture & Rural Development (Nabard).

The Nabard factsheet may well ring alarm bells for the West Bengal government too, which has already been facing similar protests for some time now.

Although the Nabard report specially dealt with utilisation of funds allocated by the Union government for rural infrastructure schemes, the nature of problem is the same whenever there is a bid to acquire land, said sources.

The report stated that funds utilisation in Bihar and Jharkhand has been very low at 33% and 48%, respectively. Nabard, the nodal agency for RIDF, has attributed the slackness mainly to the land acquisition hiccups.

Delays in tendering process and inadequate budgetary support at the state level also played its part in this below-par utilisation.
