Greenfield airport policy finalised

The ministry of civil aviation has finalised the new policy on greenfield airports.

NEW DELHI: The ministry of civil aviation has finalised the new policy on greenfield airports. The policy has been sent to the committee on infrastructure (COI), headed by the prime minister, for its approval. The new policy would include guidelines and licensing conditions for private airports, also called merchant airports.

An inter-ministerial group (IMG) under the chairmanship of civil aviation secretary Ashok Chawla submitted its recommendations for greenfield airports to COI on Tuesday. Once COI approves the draft guidelines, it would be sent to the Cabinet for final nod.

According to the new policy, state governments wanting to set up a greenfield airport can either do so themselves or through any designated entity or a joint venture company. A state government could consider granting land (concessional or otherwise), real estate development right, airport connectivity and fiscal concessions to such an airport company. In case a private party is to be selected, it would be through competitive bidding.

“Greenfield airports to be set up by the Airports Authority of India (AAI) would be preferably constructed through public private partnership (PPP) and such airports would be financed substantially through PPP concessions,” a civil aviation ministry statement said.
