NEW DELHI: Around 7,500 km of highway projects -- 5,100 km under construction and 2,400 km operational – awarded mostly between fiscals 2010 and 2012 on a build, operate, transfer, or BOT, basis, are at high risk today, says a report by Crisil.

"Around 50% of the projects under construction are at high risk of not being completed because of significant cost over-runs and weak wherewithal of sponsors. We believe the remaining will benefit from proactive moves by the government to facilitate right of way and other clearances. We find the recent government move to ensure 80% right of way, or ROW, before a project is awarded very constructive," Crisil says in its report.

"As for operational highways, 26 out of the total 80 are in no position to service debt on their own because of lower-than-estimated traffic. These projects, which are mostly toll-based, span about 2,400 km, or 40% of total length of operational BOT highways, and have an outstanding debt of Rs 17,100 crore," the report adds.

According to Crisil, "Operational highway projects have been facing cash-flow mismatches in the past few years because of lower-than-estimated traffic volume, and interest rates that were on the ascend till 2014. Now, with interest rates on the decline, pressure will ease a touch but debt service coverage ratios will remain less than 1 over the next two years. As a result, timely support from sponsors to bridge cash-flow mismatches will be critical because debt in these projects is without recourse to the sponsor."

Crisil acknowledges that government has announced a raft of policy measures to help both highway projects and their developers. "Of these, the removal of restriction on exit clause alone can allow developers to sell stakes in some projects and raise about Rs 5,000 crore. These funds can be used to turn around stressed projects, meet existing commitments and also as growth capital. A change of promoter in projects sold could also open up access to better refinancing terms and further financial support," it says.

CRISIL believes that the steps taken towards ensuring right of way and other clearances prior to project award, and tapping the funding avenues available at the disposal of the developers will help straighten out the future of India’s highway sector.

Meanwhile, Union Minister Nitin Gadkari recently said that corrective steps by the Modi government have led to roll out of majority of the Rs 3.8 lakh crore stuck highways projects.

Fast-tracking of projects could be made possible because of expediting decision-making process as well as policy interventions, the Road Transport and Highways Minister said last month.

"There were 283 stalled projects worth Rs 3.8 lakh crore at the time I took over the reins of the ministry... For two- and-a-half years, the previous Environment and Forest Minister did not sign a single file...majority of the projects were stuck on account of forest clearances and regulatory hurdles," Gadkari said.

He said 'fast-decision making', online clearances, policy intervention and other measures led to the roll out of majority of the projects barring 41 which were terminated and 10-12 of which are in final stages of roll out.

In July this year, a passenger train set a new national speed record of 160 kilometres an hour (100 miles an hour) during a test between New Delhi and Agra.

The test, part of the government's plans to upgrade the ageing rail network, saw the train complete the 200 kilometres between New Delhi and Agra in around 90 minutes. There are 10 coaches altogether in this semi-high speed train.

The semi-high speed train would reduce the travel time between Delhi and Agra by about 30 minutes to 90 minutes. The speed of the train is more than the Shatabdi that runs from New Delhi to Agra.

Touted to be country's first international standard bus terminal - the central bus depot of Vadodara - designed on the theme of banyan tree has given a new identity to the city.

Rechristened as Sardar Vallabhbhai Patel Central Bus Station, the bus terminal has electronic scrolling system to provide arrival and departure timings of buses to commuters.

Apart from an air-conditioned deluxe waiting hall and waiting lounge, the GSRTC portion has dormitories for GSRTC crew and passengers. The GSRTC Bus Station has been constructed under Public-Private Partnership at the cost of Rs 110 crore.

The Udhampur-Katra rail section in Jammu and Kashmir become operational. The line enables pilgrims to the Vaishno Devi shrine to travel directly to the base camp at Katra.

Constructed at an estimated cost of Rs 1050 crore, the route consists of seven tunnels and 30 small and big bridges. A total of seven tunnels span over 10 km of the 25-km stretch.

The Udhampur-Katra rail route passes through hostile terrain, making it an extremely challenging project. The most difficult task for railways was to complete and lay tracks on 3.1-km-long tunnel on the route.

The country's biggest solar power plant was inaugurated in Madhya Pradesh. The solar power plant is located at Diken in Jwad area of Neemuch district of Madhya Pradesh.

The plant is expected to cater to power needs of 6.24 lakh homes in the state. With the commissioning of this project, an estimated 216,372 tonnes of carbon will be mitigated annually.

A new airport terminal at Ozar, around 20 km from Nashik city was inaugurated on March 3. The Nashik airport is meant to help in decongestion of air traffic at Mumbai.

The new terminal, spread over 22 acres, with 8,267 sq metre built-up area, offers international-standard amenities. Around six planes can land at the airport simultaneously.

The terminal is located around 20 km from Nashik. Road connectivity from the city to the airport has improved due to widening of the Mumbai-Agra National Highway 3, reducing travel time from 45 minutes to 15-20 minutes.

Meghalaya was recently added to the country's railway map with the first passenger train to the northeastern state. he latest estimated project cost is about Rs 275 crore.

With the commissioning of this line, Meghalaya, which was the only state among the seven sisters of the Northeast not having any railway line, has been brought into the Railway Map of India.

The Dudhnoi - Mendipathar railway line passes through Goalpara district of Assam. Out of the total length of 19.75 km of the line, 10.26 km falls in Assam and 9.49 km in Meghalaya.
