NEW DELHI: If you are not happy with the quality of construction of a centrally funded road in your village, just click a picture on your mobile phone and send it to the Union ministry of programme implementation. Chances are, action will swiftly follow.

Stung by the brazen misuse of central funds in the National Rural Health Mission (NRHM) in Uttar Pradesh, the ministry is working on a plan to ensure physical inspection, periodic monitoring and continuous internal audit of central social sector schemes at the ground level.

As a part of this initiative, the ministry is simplifying the system of redressing grievances. "We are working on a proposal so that a complaint can be filed through mobile phones," said Srikant Jena, minister for programme implementation. "Anyone can take a picture of a substandard road constructed under the Pradhan Mantri Gram Sadak Yojana, or a poor quality house built under the Indira Awas Yojana, and send it to us. The ministry will inquire and act."

"Lower-level corruption in the implementation of central schemes is worrisome," said Jena, adding that the UPA government was pumping lakhs of crores of rupees through social sector schemes but not all of this was reaching the real beneficiaries.

The minister was also not happy with the functioning of the progrmame implementation ministry formed by former Prime Minister Rajiv Gandhi was functioning. Jena said a grievance redressal and monitoring system needed to be set up at the lowest level to check bungling of central funds. "Dilli me baith ke aap kuch nahi jaan payenge (You will not get to know anything sitting in Delhi)," Jena said.

Concerned with the loot of public money in the NRHM scam in UP, the minister said that the scam could have been avoided if the scheme had been monitored at every level. He feared that many such scams are in the making in other states.
