India for early resumption of Doha talks
India has sought early resumption of Doha round of WTO trade talks for "substantive progress" as it pushed for comprehensive reforms of the "international financial architecture" to "enhance their credibility".
External Affairs Minister Pranab Mukherjee said the reforms should involve giving greater voice and participation to the developing countries in the international systems.
"We must return to the negotiating table with a redoubled sense of urgency, while recognising that adherence to the existing mandate remains critical," Mukherjee told the UN General Assembly yesterday.
Emphasising that special and differential treatment for developing countries remained a categorical imperative, he said the interests of subsistence farmers could not be ignored or equated with those of other sectors.
The world trade talks have run into rough weather on the agriculture issue with India, Brazil and other developing nations insisting on deeper subsidy cuts by the rich nations which have linked it to opening of markets by them.
Seeking reforms of the "international architecture", Mukherjee said it should include steps to provide greater voice for and participation by the developing countries in the Bretton Woods institutions, saying it was a "key ingredient" in reaching internationally agreed Millennium Development Goals.
The reform process must be carried to its logical conclusion if the credibility of these institutions was to be enhanced, he said, adding, the UN system should more effectively support efforts of developing nations in this regard.
