NEW DELHI: Endorsing the Daiichi-Ranbaxy deal, the Indian government is planning to make the most of it in its bilateral trade and investment pact being negotiated with Japan.

The government plans to cite the Japanese subsidiary���s (read Ranbaxy) case and press the country to open the doors of its highly protected pharmaceuticals industries to the Indian companies as part of the comprehensive economic partnership agreement (CEPA). India will put up its demand in the next bilateral meeting scheduled next month in Tokyo.

Speaking to ET, commerce department officials said that Japan is one of the major players in the global pharmaceutical market, but has kept its doors closed for other countries, including India, by putting in place regulations. ���We have been trying to convince Japan to relax the regulations for Indian pharmaceutical companies as part of the CEPA,��� an official said.

Japan, for instance, does not recognise approvals given by the US FDA to Indian pharmaceutical companies. Moreover, it does not consider a clinical trial, performed on a non-Japanese, as a valid test. ���A pharmaceutical product which has been successfully tested in India cannot be sold in Japan until and unless the entire clinical trial is carried out once again in Japan. Such conditions make it impossible for Indian companies to enter Japan,��� the official added.

However, after Ranbaxy���s takeover by Daiichi, India will be better placed to promote the cause of the Indian pharma industry. Since Japan will have to relax its stringent standards to allow Daiichi���s Indian subsidiary to sell its products in Japan, India would take the opportunity to push for such relaxations for all Indian companies. ���Inter-ministerial consultations on the issue have already begun. We are going to take up this issue when the bilateral group negotiating the CEPA meets in Tokyo next month,��� the official said.
