Govt opens anti-dumping probe on fibre boards

The government has initiated an anti-dumping investigation into import of fibre boards from China, Malaysia, New Zealand, Sri Lanka and Thailand.

NEW DELHI: The government has initiated an anti-dumping investigation into import of fibre boards from China, Malaysia, New Zealand, Sri Lanka and Thailand. The probe covers wood-based fibre boards normally used for modular furniture, cabinets and partitions.

The investigation was launched on the basis of a petition filed by the All India Fibre Boards Manufacturers��� Association, alleging massive dumping of plain medium density fibre (MDF) board. The association has sought imposition of anti-dumping duty on such imports, arguing that substantial quantities of MDF boards are being imported into the country at prices that are significantly lower than the cost of production and sale price in their countries of origin.

Filed with the Directorate General of Anti-Dumping & Allied Duties, the petition said that there was no difference between the imported products and the products manufactured by Indian companies. Both are comparable in their physical and chemical properties, the manufacturing process and the technology used, function and uses, product specifications, pricing, distribution, marketing and tariff classification.

The survival of the Indian MDF board industry is under threat, the petition has argued. Apart from the association, Nuchem and Shiridi Industries are also petitioners in this case.

Persistent dumping has affected domestic capacity utilisation, the petition argued. The price difference between the dumped and domestic product has choked the sales volumes of the domestic industry, the domestic producers have argued. Profitability of the domestic industry has been very dented, they has informed the directorate which is part of the commerce department.

MDF board is a composite wood product manufactured from wood-based fibres glued together with resin under heat and pressure. The directorate has said that there is sufficient prima facie evidence of dumping of MDF boards from these countries.

Injury to the domestic industry is linked to the dumping, leading to launch of the anti-dumping probe. After assessing the degree and effect of dumping, the directorate will recommend the quantum of anti-dumping duty that will need to be levied on the product to remove the injury to the domestic industry.
