Bhutan may no longer be 'dumping ground' for inferior goods

With Bhutanese markets being allegedly flooded with spurious products from India, the Himalayan country will soon adopt a bill to maintain quality products and services at economic rates.

THIMPHU: With Bhutanese markets being allegedly flooded with spurious products from India, the Himalayan country will soon adopt a bill to maintain quality products and services at economic rates.

The department of trade has come up with a draft copy of the consumer protection bill that should provide some kind of recourse to Bhutanese consumers, the state media reported.

The bill will soon be presented for adoption when the new parliament session is convened.

"The bill is an adaptation of best practices worldwide and it has UN guidelines of consumer protection. It's simple, user friendly and will be able to address consumer grievances," said Sonam P Wangdi, director of the department of trade.

"Consumers don't complain; they are not aware of their rights when sub-standard, spurious goods and services are pumped into our economy, thereby making our country a dumping ground for inferior goods and services," Wangdi said.

"The bill will be able to exert consumer rights. Consumer grievances on spurious goods and services, and unscrupulous trade practices will not be short changed and the bill will keep a check on the safety and quality of goods and services," said Dophu Tshering, joint director of the trade department.

The bill provides a mechanism to resolve consumer complaints and gives the right to act against unfair exploitation of the stakeholder.

From misleading and false representation of prices to guarantee of goods and services -- the bill covers safety and rights against suppliers, manufacturers and service providers.
