Telangana relied on RBI borrowings for most of FY 25: CAG report
Hyderabad: Barring two days in 2024-25, the Telangana government availed a Special Drawing Facility of Rs 27,730 crore from the RBI for 363 days to meet its financial requirements.

According to the 2024-25 annual accounts audited by the Comptroller and Auditor General (CAG), the state also utilised Ways and Means Advances (WMA) amounting to Rs 64,188 crore for 298 days.

The outstanding WMA at the end of the financial year stood at Rs 5,842 crore.

The SDF and WMA are short-term borrowing mechanisms provided by the RBI to help state governments maintain the minimum cash balance required with the central bank.

The CAG report, tabled in the state legislative assembly, further noted that the Telangana government availed overdrafts totalling Rs 37,457 crore for 123 days during the year.

An overdraft is accessed when the state's cash balance falls below the RBI-prescribed minimum limit of Rs 1.38 crore for Telangana, even after exhausting SDF and WMA options.

Criticising the Congress government, Telangana Jagruthi president K Kavitha on Tuesday alleged that the Revanth Reddy-led administration had pushed the state into a position where it had to rely on RBI support even for routine expenditure.

Despite the state generating a monthly revenue of Rs 12,000 crore, the government failed to maintain the minimum cash balance of Rs 1.38 crore required for daily expenses, she claimed in a post on 'X'.
