CHANDIGARH: Haryana may be demanding central sales tax (CST) arrears from Centre to "improve" its fiscal health, but the state government is yet to realise tax revenues of Rs 5,465.19 crore which have been pending for the last several years.

Out of unrealised tax dues, the state government is yet to recover Rs 3,133.45 crore as 'Amount Under Disputes' category and Rs 2,331.74 crore as 'Amount not Under Disputes', as per Statements of Fiscal Policy and Disclosure under FRBM Act.

These are part of budget documents presented along with budget-2014-15 on February 28.

In 'Amount Under Disputes' category, tax assessees might have gone into an appeal against tax demand raised.

As per statement of 'Tax Revenues Raised But Not Realised', taxes like VAT, CST and state excise amounting to Rs 4,283.67 crore have not been recovered and of this, Rs 1,302.10 crore falls under 'Amount not Under Dispute' category while Rs 2,465.60 crore have been pending for more than 5 years.

Apart from this, taxes on properties such as land revenue and stamps, and registration fees to the tune of Rs 1,068.49 crore including Rs 938.96 crore under 'Amount not Under Disputes' category, have not been realised by the state government.

Other taxes like road tax, passenger and goods tax, luxury tax, entertainment tax and entry tax collectively amounting to Rs 106.50 crore have also remained unrealised.

Notably, Haryana Finance Minister H S Chattha on February 28 had projected revenue deficit of Rs 5,013 crore for 2014-15.

He had said that the state could have become a revenue surplus state had the due arrears of CST compensation of more than Rs 7,000 crore been received during 2013-14 from the Centre.
