Bad weather continues to haunt farmers, relief programmes yet to take off
Paddy farmers in West Bengal and Kerala have also been hit. Bengal farmers say the government is yet to announce compensation.

Kishan salahkars or farm advisers from different panchayats are collecting forms from farmers to assess losses, said UK Sharma, general secretary , Vaishali Area Small Farmers' Association.
"In my village of Kamalpura in Muzaffarpur district, only 160 have got compensation out of 1,200 farmers," he said. "I have 8.5 acres of land where I had grown wheat and I was expecting to harvest 100 quintals. But untimely rains have brought down my production to 40 quintals. I am yet to receive compensation. The Bihar government has announced a compensation of Rs 13,500 per hectare. The government should put in a monitoring system so that all the affected farmers get compensation on time."
Paddy farmers in West Bengal and Kerala have also been hit. Bengal farmers say the government is yet to announce compensation.
"Both paddy and potato farmers in Bengal have suffered this year," said Ramapada Mondol, a farmer in Burdwan district. "Though the Mamata Banerjee-government said it will buy 50,000 tonne of potatoes from farmers, we have not seen the government to be very active. Had the government bought in volumes, prices of potatoes would have appreciated. However, the chief minister has written to the finance minister to waive the loans of farmers."
The farmers are still assessing losses. "We have not decided whether we should sow for the paddy crop again. The farmers are not in a position to do it," Mani said.
Rubber growers in the state are struggling to come to terms with the price plunge in the commodity for nearly two years.
The state government announced several schemes that haven't been of much help. The latest move was to set aside Rs 300 crore in the recent state budget to buy rubber at Rs 150 per kg from farmers. The current price is about Rs 124 per kg. The scheme is yet to come into force.
As for pepper farmers, the justconcluded harvest season was not a good one and the summer rains have damaged the prospects for next year's crop as well.
"The Spices Board had provided subsidy couple of years ago to plant new vines," said Shajan Philip, a planter in the Munnar high ranges."But it has not been easy with land fertility going down, climate change and diseases. As a result, many have moved away from pepper cultivation."
Up north, in Uttar Pradesh, some farmers have received compensation. Umesh Kumar of Bhainswal village in Shamli district of got Rs 14,000 from the state government for the loss of his wheat crop on less than an acre out of the planted six acres. The farmer is however waiting to get compensation for crop losses on his mango orchards on another six acres.
"The survey is taking place," he said. "There is a shortage of survey officers, with one person taking care of four-five villages. I think it will be delayed but I will get the money ." Kumar is among more than 70 farmers in the village who received the compensation.
"It is a huge task for the government to assess the loss and give money , but we farmers have lost everything," he said. "Crop loans should be waived and maize seeds should be given to farmers for planting in the summer season."
Farmers want adequate compensation and a waiver on rabi crop loans. "The whole process from estimation of loss to disbursal is highly subjective and at the discretion of the 'patwari' (village accountant)," said Sudhir Panwar, president, Kisan Jagriti Manch, and a professor at Lucknow University . However, farmers are satisfied by the speed, monitoring and amount of money released by the state, he said.
In drought-prone Marathwada and Vidarbha, the administration is tackling a drinking water crisis as well. " About 1,400 tankers are currently being operated in the Aurangabad division for drinking water," said Umakant Dangat, divisional commissioner, Aurangabad.
