Senior Ukrainian official says Russia has nothing left but nuclear blackmail for intimidation

Ukrainian President Volodymyr Zelenskiy's chief of staff denounced Russia's alterations to its nuclear doctrine on Wednesday, saying this proved Moscow no longer had anything other than nuclear blackmail to intimidate the world.
