The improvised explosive device (IED) was intended for a targeted terror attack, DGP Gaurav Yadav said.
The module was being operated by UK-based handlers Nishan Jaurian and Adesh Jamarai, on the directions of BKI mastermind Harwinder Singh alias Rinda, Yadav said.
Those arrested have been identified as Gurjinder Singh alias Rinku, a resident of Athwal, and Deewan Singh alias Nikku from Nikko Saran Kalan, both in Gurdaspur district.
The DGP said the accused were receiving direct instructions from their UK-based operatives, Nishan and Adesh.
Sharing operational details, the DGP said that acting on reliable inputs, teams from Counter Intelligence, Jalandhar, launched an operation and arrested the suspects from Guru Nanakpura in Jalandhar, when they were about to deliver the IED.
A probe is underway to establish the backward and forward linkages of the case, and identify the persons who were supposed to receive the consignment.
An FIR has been registered in Amritsar under relevant sections of the Unlawful Activities (Prevention) Act (UAPA) and the Explosives Substances Act, the DGP said.
