New Delhi: India and Indonesia are working towards a framework agreement for defence cooperation and technology sharing, which could pave the way for several big-ticket projects like surface-to-surface missiles, air defence systems and sharing of submarine manufacturing technologies.

Sources said the larger agreement could enable a reliable and legal basis for sharing high-end technology and undertaking co-production of weapon systems. Detailed discussions are expected to take place as President Prabowo Subianto landed in India on a four-day visit as the Chief Guest for the Republic Day celebrations.

It is learnt that ongoing discussions for the Brahmos surface-to-surface supersonic cruise missile system could be framed under this larger agreement as the Indonesian side has expressed interest in technology transfer. The government-to-government basis would also add a layer of comfort for Russia, which has been an equal partner in the Brahmos programme. ET has learnt that Indonesia has agreed to a confidential clause of both Russian and Indian side for purchasing the Brahmos missiles that will prevent any pilferage of the technology.


Sources said at least three major projects are being discussed, including the Brahmos missile, air defence systems being developed by a private sector player and cooperation in submarine technology.

The air defence system being discussed for possible co-production could potentially be a large contract as well, as it will have applications both on land and on Indonesian warships.

Sources said another area of cooperation is on the Scorpene submarines that are manufactured in India with French assistance.
