New Delhi: Speaking at a seminar on the topic “Fortifying the Himalayas: A Proactive Military-Civil-Society Fusion Strategy in the Middle Sector” in Dehradun, Uttarakhand Governor Lieutenant General Gurmit Singh (Retd) said that the Himalayas are not just a geographical border, but a vibrant strategic system, where topography, infrastructure, population, governance, and military capabilities are in constant interaction.

He said that although the Middle Sector has traditionally been considered relatively peaceful, current circumstances demand constant vigilance and advance preparedness. He stressed the need for effective coordination between the military, civil administration, and society to strengthen security in the Himalayan region, especially in the Middle Sector of the India-China border.

The Governor said that contemporary security challenges are no longer limited to direct military activities but are also shaped by factors such as hybrid warfare, Gray-zone activities, dual-use infrastructure, and continued pressure in border areas. In such a scenario, the long-term security of the Himalayan regions can be ensured not only through military preparedness, but also through effective coordination with the civil administration, local communities, and technology.


Describing border villages as a vital component of national security, he said that local communities are not only beneficiaries but also partners and enablers of border security. He said that programs like "Vibrant Villages" promote social and economic development, as well as population stability, logistical strength, and a sustainable national presence in border areas.

Highlighting the role of infrastructure in the high Himalayan regions, the Governor said that roads, tunnels, bridges, air connectivity, and telecommunications facilities are essential components of operational readiness. Referring to the Chardham project, he said it not only empowers pilgrimage and disaster management, but also strengthens strategic mobility and security preparedness.

He underlined the importance of modern technology, saying that drones, advanced surveillance systems and artificial intelligence-based platforms are helpful in situational awareness and quick response, but technology cannot be a substitute for leadership, prudence, and institutional strength.

Chief Minister Pushkar Singh Dhami, in his address, said the suggestions emerging from the seminar will help strengthen our strategic policy and play an important role in the development of the Himalayan region.

CM Dhami further added that given the challenges of the Himalayan region, such as its difficult geographical conditions and limited population, better coordination between the army, civilians, civil administration, and technical experts is essential. According to him, the citizens living near the borders in the Himalayan regions are the country's greatest strength, truly serving as the nation's eyes and ears and playing a vital role in national security.
