'Terrorist incident': Cabinet passes Resolution on Delhi car blast, vows zero tolerance toward 'terrorism'

The PM Modi-led Union Cabinet on Wednesday directed that the investigation into the "terrorist" car explosion near Delhi’s Red Fort on November 10 be pursued “with the utmost urgency and professionalism.” A Resolution passed by the Cabinet on the matter further confimed the tragedy as a "terrorist incident" for the first time.

It also stressed on ensuring that the perpetrators, their collaborators, and sponsors are identified and brought to justice.

"The country has witnessed a heinous terror incident, perpetrated by anti-national forces, through a car explosion near the Red Fort on the evening of 10 November 2025. The explosion resulted in multiple fatalities, and caused injuries to several others," noted the Resolution read out by Union Minister Ashwini Vaishnaw during a press conference post the Cabinet meeting.


"The Cabinet directs that the investigation into the incident be pursued with the utmost urgency and professionalism so that the perpetrators, their collaborators, and their sponsors are identified and brought to justice without delay. The situation continues to be closely monitored at the highest levels of the government," the Resolution further read.

In the resolution, the Cabinet further described the blast as a “heinous" and "cowardly act” carried out by “anti-national forces”, and extended its condolences to the bereaved families.

It also lauded the swift response by emergency teams, police, and citizens, whose prompt action helped prevent further casualties.

Delhi car blast: Several dead, injured

A powerful explosion occurred on Monday evening when a Hyundai i20 car suddenly exploded at the Subhash Marg traffic signal near Gate No. 1 of the Red Fort Metro Station.

The explosion killed at least eight people and injured more than several others.

Preliminary investigations suggest the explosion was caused by a high-intensity improvised explosive device (IED) or Vehicle-Borne IED (VBIED) concealed in the vehicle, though forensic analysis noted the device may have been loosely assembled or underdeveloped as no shrapnel was recovered.

The National Investigation Agency (NIA) has taken over the probe from the Delhi Police Special Cell, registering an FIR under the Unlawful Activities (Prevention) Act (UAPA).

Officials are investigating a potential link to a Pakistan-based Jaish-e-Mohammad (JeM) module (the "white-collar terror network" recently busted) and a suspected "lone wolf fidayeen attack." The driver of the car is believed to be Dr Umar Un Nabi, a Pulwama resident and member of the terror module who had managed to evade earlier arrests.
