Amit Shah inaugurates Integrated Command and Control Centre, part of city Surveillance system

Guwahati: As a part of the major step forward for modern policing in Assam and strengthening law enhancement in the state, Union Minister of Home Affairs Amit Shah in the presence of Chief Minister Himanta Biswa Sarma dedicated the new office building of Commissioner of Police, Guwahati. He also inaugurated Integrated Command and Control Centre (ICCC) housed in the same building.

Established by Guwahati Smart City Limited, the ICCC is a part of Intelligence City Surveillance system.

The new office building of the Commissioner of Police has been built involving a project cost of Rs. 111 crores. The building has infrastructural facility comprising of 10 (B+G+8) floors with different facilities provided at each floor. The building has media interaction cell, verification unit on the first floor, court hearing rooms, archives, waiting lounges, utility, Integrated Command Control Centre, different departments of the police along with different chambers for officers, comprehensive external development works, robust MEP services, HVAC systems, and a large-scale solar PV installation. The complex is planned to support high-footfall of public, with strong emphasis on safety, security, sustainability, and public convenience.


The Integrated Command and Control Centre (ICCC) has been given shape involving the financial outlay of Rs. 181 crore which has advanced command and data facilities, two thousand surveillance cameras and citizen safety and alerting system. The ICCC will operate an intelligent surveillance system to enhance urban safety, strengthen law enforcement and enable real-time incident monitoring across Guwahati.

Shah on the occasion also flagged off 39 Mobile Forensic Vans as part of an initiative to strengthen scientific crime investigation. This is part of a larger effort to enhance the use of forensic science in India's criminal justice system, especially following the enactment of new criminal laws that makes visit of forensic expert mandatory for offenses carrying a punishment of more than seven years.

Shah also inaugurated a state-level exhibition on three new criminal laws, the Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023, and the Bharatiya Sakshya Adhiniyam, 2023 in the new office building of the Police Commissioner, Guwahati. It be mentioned that the laws came into force on July 1, 2024. The exhibition is part of a nationwide awareness-building initiative aimed at familiarising citizens, law enforcement agencies and stakeholders with the provisions, objectives and transformative features of the new legal framework, which replaces the colonial-era criminal laws and seeks to deliver faster, citizen-centric justice.

Assam has been consistently ranked first among all the states regarding implementation of Naveen Nyaya Sanhita as per Ministry of Home Affairs, Assam has scored 81.20 per cent as against the national average score of 57.02 per cent in NCLI dashboard. Assam is the first state to achieve 100 per cent geo-fencing of all Police stations in PM Gati Shakti portal. Assam is the first state to enroll DNA samples in the MCU.
