Adani Group expands footprint in opposition-ruled states with projects worth Rs 5 lakh crore

The ports-to-energy conglomerate is increasingly building a business presence across political lines, with governments in Karnataka, Telangana, Kerala, Tamil Nadu, Bihar and Andhra Pradesh seeking investments from the group, people familiar with the developments told PTI.

In Karnataka, Adani Enterprises emerged as the lowest bidder for both packages of the proposed 16.75-km north-south tunnel road connecting Hebbal and Central Silk Board in Bengaluru. The company quoted Rs 22,267 crore for the project, about Rs 3,500 crore below the second-lowest bid, according to people familiar with the matter who spoke to PTI. The contract has not yet been finalised.
The project, aimed at easing Bengaluru’s chronic traffic congestion, has emerged as a politically sensitive test for the Karnataka government as the bid is higher than its own estimate. Group chairman Gautam Adani met Karnataka Chief Minister D K Shivakumar in Bengaluru last month, shortly after the bid became public.
Adani already has a significant presence in Karnataka, including the 1,200-MW Udupi power plant and Mangaluru International Airport.
In Kerala, Adani Ports and Special Economic Zone developed Vizhinjam International Seaport, a deep-water container transhipment facility that was initiated under the previous Left Democratic Front government and continued under the current Congress-led administration.
The group launched the second phase of Vizhinjam’s development in January 2026 with an additional investment of Rs 16,000 crore, taking its cumulative investment in the project to about Rs 30,000 crore.
Adani also operates Thiruvananthapuram International Airport and broke ground in 2025 on a logistics park in Kalamassery, Kochi, involving an investment of more than Rs 600 crore. The 70-acre project is expected to create more than 1,500 jobs, according to sources.

In Telangana, the Congress government signed four memoranda of understanding with Adani Group companies in January 2024 for investments totalling Rs 12,400 crore. The proposed projects cover data centres, energy storage, defence manufacturing and other businesses.
Tamil Nadu, governed by the DMK and now by TVK, has also attracted a substantial Adani investment pipeline. The group announced MoUs worth more than Rs 42,700 crore in 2024, including Rs 24,500 crore for three pumped-storage projects, Rs 13,200 crore for a hyperscale data centre and Rs 3,500 crore for cement grinding units.
Adani Enterprises has separately secured the operation, maintenance and tolling concession for the Chennai Outer Ring Road with a Rs 2,511-crore financial bid.
In Himachal Pradesh, Adani is helping apple growers strengthen the supply chain for the fruit, while the group also operates cement assets in the state, sources told PTI.
In Jharkhand, Adani operates the 1,600-MW Godda ultra-supercritical power plant, built at an investment of more than Rs 16,000 crore. Gautam Adani reviewed projects in Jharkhand and Bihar in February as the group assessed investments of more than Rs 40,000 crore across the two states, according to sources close to PTI.
In Bihar, Adani announced in May that it planned to invest Rs 50,000-60,000 crore over the next three to four years across power, roads, gas distribution, cement and infrastructure. The plans include a Rs 27,000-crore, 2,400-MW ultra-supercritical thermal power project at Pirpainti in Bhagalpur district.
Andhra Pradesh represents another major opportunity for the group. Google has committed about $15 billion between 2026 and 2030 to build an AI hub in Visakhapatnam, involving gigawatt-scale data-centre capacity, energy infrastructure and subsea connectivity. AdaniConneX and Airtel are infrastructure partners in the project, which Google broke ground on in April 2026.
Adani also has a broader presence in Andhra Pradesh, including Krishnapatnam Port as well as renewable-energy and transmission projects. The group is separately investing more than Rs 20,000 crore in renewable capacity, including two pumped-storage projects, and transmission lines.
Krishnapatnam Port, operated by Adani, is the largest port on India’s east coast.
Over the years, the group’s ability to finance and execute large, complex infrastructure projects has helped it become an important player in the development plans of states, including those where private-sector investment has been relatively limited, sources told PTI.
The expanding project pipeline underscores how Adani’s infrastructure ambitions are increasingly cutting across India’s political divide. For state governments, the group offers access to capital and execution capabilities for projects aimed at boosting infrastructure, economic activity and employment.
For Adani, meanwhile, the widening state-level footprint provides a business presence that extends well beyond its traditional political associations.
