A Full Budget is the government’s detailed annual financial blueprint. It reviews the previous year’s receipts and expenditures and lays out estimated spending and revenue plans for the upcoming financial year. Required under Article 112 of the Indian Constitution, it consists of two key parts — an assessment of the past fiscal performance and a proposal outlining financial priorities and allocations for the next year.

Vote on Account
A Vote on Account is a temporary budgetary arrangement used when the government is unable to present a full budget, typically around general elections when a new administration has not yet taken office. It enables the government to meet essential expenses for a short period so that public services and operations continue smoothly until the new government presents a full budget.


Differences between Full Budget and Vote on Account
  • A Full Budget outlines both the government’s planned expenditure and revenue for the financial year, while a Vote on Account is limited to covering essential expenditure only.
  • A Full Budget presents detailed sector-wise allocations, new programs, and policy announcements, whereas a Vote on Account simply continues existing allocations without introducing new schemes or major decisions until a new government is formed.
  • A Full Budget has the power to propose changes to the tax structure, but a Vote on Account cannot modify tax rates in any situation.
  • While a Vote on Account is generally approved for a short interim duration of around two months, a Full Budget is designed for the entire 12-month fiscal period.
