Philippines President Rodrigo Duterte recently said that his country could join naval exercises with Japan, but repeated there would be no more war games with long-time ally, the US.
Predictably, he also vented against Washington once again, reiterating that the US treated the Philippines like 'dogs on a leash'.

Flea in the ear
Among the many things that former RBI governor Raghuram Rajan is credited for is the stability of the rupee and the special deposits scheme under the FCNR (B). Rajan, however, admitted this year that when he was the Chief Economic Advisor to the Finance Minister, he was actually opposed to the move and he sent bankers who came with the idea away with 'a flea in the ear'.
