2 years, Rs 6 lakh and a failed test: Indian man living in Norway reveals why getting a driving licence is so tough. ‘They were not testing whether I could drive a car.’

In India, obtaining a driving licence historically involved minimal scrutiny, with reports from the Centre for Science and Environment highlighting that over 30% of Indian licences were fake or issued without rigorous driving tests. While modern automated testing tracks are tightening standards, the process remains relatively accessible compared to global benchmarks. By contrast, securing a licence in Norway is vastly tougher and far more exhaustive, as recently revealed by Vinod, an Indian living there, on X. However, this difficulty serves a crucial purpose: prioritizing absolute road safety and life-saving driving habits over mere technical car control.

Getting a driving license in Norway

As per Vinod’s post, it took the Indian expat 2 years to receive a driving licence in Norway. In 2011, he spent about Rs 6 lakhs for the entire process. But Vinod claimed that the amount would probably cross Rs 10 lakhs at present. The man explained that after shifting to Norway, he realised that it was mandatory to learn how to drive a car due to snow, cold weather conditions and long commutes.

Vinod initially took the help of a neighbour. However, obtaining the licence, he noted, required considerably more than basic lessons behind the wheel. The Norwegian system involved compulsory courses, a theory examination, safety-focused training and extensive driving practice. Vinod also needed a supervisor with at least 5 years of driving experience to guide him during the learning process.

Norway’s tough licensing process

Vinod’s practice sessions exposed him to a wide range of challenging road conditions. He drove across snow-covered routes, mountainous stretches, tunnels, highways and smaller roads, gradually building confidence in different environments. Since driving schools charged according to the hours spent training, the overall expense continued to rise as he put in more practice before appearing for the final assessment.

The final driving test was another major hurdle. Vinod had to spend nearly an hour driving under the observation of the authorities, navigating traffic as well as tunnels and mountain roads. Despite the extensive preparation, he did not clear the test on his first attempt. But instead of giving up, he continued practising for another 2 months before reappearing. Finally, he passed the second time, bringing nearly 2 years of preparation to an end.

Looking back, Vinod felt the demanding process made sense because the test was designed to assess much more than a person's ability to drive a car. It focused on whether a driver could safely function alongside other drivers and understand the responsibility that comes with being behind the wheel. His experience also prompted him to compare Norway's approach with India's road-safety challenges.

Vinod pointed out the devastating consequences of accidents in India, including serious injuries, mounting medical expenses, financial hardship for families and loss of life. He highlighted how even pedestrians and cautious motorists can become victims because of someone else's reckless behaviour.
