SRINAGAR: To tackle unemployment problem in Jammu and Kashmir, the government has devised an employment policy aimed at shifting the focus of the 11th Five-Year Plan from output generation to employment creation.

The newly-devised 'Employment Policy 2007' would be presented by state Finance Minister Tariq Hameed Karra, one of the main architects of the policy, in the upcoming session of the state legislature, official sources said.

The state legislature is meeting here on August 20. Unemployment is considered here as the main contributory factor for eruption of militancy in 1989-90.

The sources said privy to the draft of the employment policy, three key components of the strategy, incorporated in it, include shifting the focus of the 11th Five-Year Plan from output generation to employment creation, pursuing a strict policy on import substitution and localization of the production and distribution systems.

The employment policy 2007 proposes interventions like streamlining of market intervention scheme, model law on contract farming, strengthening of regional and rural banks and devising new and innovative self-employment programmes, the sources said.
