More than 7,000 vacancies in "critical" departments of the administration facing a shortage of staff were filled up on contract.

SRINAGAR: More than 7,000 vacancies in "critical" departments of the administration facing a shortage of staff were filled up on contract since the contractrual appointment rules were notified in 2003 in the state, Jammu and Kashmir legislative council was informed today.
The posts of junior engineers, assistant surgeons, teachers, para-medical staff and physical education teachers were filled up on contract since notification of contractual appointment rules, Consumer Affairs and Public Distribution Minister Taj Mohiuddin said in response to a calling attention notice moved by Mohammad Sharief Niaz (Congress).
He said more than 7,000 vacancies in different departments were filled up on contract.
He said contractual appointment rules prescribed that the appointments be made for a period of one year or till the posts were filled up on regular basis, whichever is earlier.
Taj said the posts filled up on contract have to be simultaneously referred to the recruiting agencies for regular selection.
In many cases regular selections have also been completed, he added
Under provisions of the rules on contract appointment in the state, those employed under these rules would not be entitled to any preferential claim for regular selection, he said.
