The new pass will be effective from November 1, 2026 and is expected to benefit eligible residents who regularly travel through nearby toll plazas for work, education and other local needs.
Under the new rules, residents living within 20 km of a toll plaza can opt for an annual concessional local pass for their non-commercial vehicles fitted with valid and functional FASTags registered for non-commercial use.
The passes will be valid only for the specific toll plaza for which they are issued and cannot be used at other toll plazas, it added.
According to the notification, the eligible vehicle owners can choose between the existing monthly pass or the new concessional local pass, depending on their travel requirements.
However, the concessional facility will not be available on national highways or expressways where tolls are collected under a closed user fee collection system.
Further, commuters will not be eligible for the concessional local pass if a service road or alternative road is available for use.
