Railways in existential crisis but no stock market route: Suresh Prabhu

Railways is facing an "existential crisis" because it was systematically ignored for long by favouring the road sector, Railways minister Suresh Prabhu said.

NEW DELHI: Railways is facing an "existential crisis" because it was systematically ignored for long by favouring the road sector, Railways minister Suresh Prabhu said but ruled out the stock market route by making it a listed PSU like ONGC to raise funds.

"Railways lost traffic to road. It is because you make investment three to four times higher in road than railways. You have systematically ignored rail favouring road. Now it has become an existential crisis for railways.

"If you want to increase the share of traffic to rail from road, you have to invest more in rail," Prabhu said in an interview to PTI.

The minister was responding to as to why despite the best efforts, Railways have failed to share the road traffic. He further added that railways cannot handle even if free goods transportation was allowed to increase the traffic share as it does not have the capacity.

"For argument sake even if you decide to allow people to have free freight transportation, can railways handle it? Railways' ability to handle today is determined by the ability to carry. Where is the capacity to carry? So, therefore, you must make investment," he said.

According to the latest CAG report on Railways, the Indian Railways was unable to meet its operational cost of passenger and other coach services and there was a loss of Rs 23,643 crore in the same during 2011-12.

Asked about the suggestions that Railways should also be listed on the stock market to raise money like government has done in many other sectors including ONGC, the minister said, the national carrier has unique characteristic and it was not advisable to do so.

"Railways is a ministry like the petroleum and natural gas ministry. ONGC is a corporate body. Railways is a department enterprise. Therefore, we cannot .....think about that and it is not advisable also to think about it because railways have a very unique characteristic," Prabhu said.

He said even if railways was segmented into divisions, the listing was not advisable.

"It has social responsibility, commercial interest, it has to get resources from the budget. To create something like this at this particular time it may not be advisable," the minister added.

Referring to the budget investment, Prabhu said "the budget has focused on these issues. Making sure that we put more and more money for investment and you will see over a period of time significant improvement in the rail-road ratio."

He said railways will chart a new course shortly with the introduction of a new accounting system.

"We are introducing a system in railways. It is an accounting system, which will be able to clearly identify the points you are making. What is the cost we incur on every service? Whether any expenditure we incur on railways, does it result into desirable outcome that you intended and timeline you have committed to make that expenditure?

"So budgeting, expenditure, output and the outcome. We have to make this properly define into so that to bring in the elements like this," Prabhu said.

Asked about the Kaya Kalp council, he said "it is a complete different council. If you want to do business, getting business transformation and explore ideas not for just technologically alone, but also managerial ideas, saving money, improving efficiency, improving productivity all these ideas were important." These issues will be taken by the Council.

 
Therefore, it is headed by Ratan Tata, who has successfully done business, Prabhu said, adding, "he is also very patriotic. The advantage is that he is no longer in business. So there is no conflict of interest."

"The council also included representatives of our employees and unions. Because I feel the best people who can think of better ideas are people themselves involved in it as they deal with it on daily basis," Prabhu said.

The minister informed that the first Kaya Kalp meeting will be in Delhi in the first part of May.

"I will also be attending the first meeting. Tata was travelling and then parliament session happened. So it will be held in May," he said.

When it was pointed out that they are the ones who always oppose changes he said, "Change is inevitable. If you do not change then you will remain behind. It is the reality of life. I said it in Parliament and I told unions also. I told them if you do not change then you are gone.People there agree to it."

Asked about what kind of changes he was looking at, Prabhu said "It is clearly defined. One is we want to increase the quantum of freight traffic from 1 billion MT to 1.5 b MT. (Secondly) we want to bring more passengers, (thirdly) increasing share of traffic in rail from the road.

"Also how to make it profitable. Making efficiency improvement. Now we have launched the paperless ticketing system, a tracking system to monitor projects, customer portal complaint portal was strengthened."

Focusing on changes, Prabhu said "All our services should be benchmarked as it should be best in the world. I am not saying it will happen tomorrow but that's the change we want".

"We want all our services to be improved whether it is food, linen, passengers experience interiors of train should also look better and we are working this with NID. These are things which should improve," he added.
