Rail Budget 2015: Suresh Prabhu shuns populism as he tries to bring railways finances back on track

The minister, as predicted by ET on Wednesday, did not raise passenger fares, to the disappointment of some reform pundits. Freight charges were, however, increased by up to 10%.

NEW DELHI: Railway Minister Suresh Prabhu kept fares unchanged and eschewed populist gestures such as new trains and stations in his maiden Railway Budget, preferring instead to bring a technocrat's focus to try and improve amenities for customers, set the organisation's trajectory for the next five years and put its derailed finances back on tracks.

Prabhu, whose appointment as railway minister last November had raised hopes of fresh thinking in a ministry long used by politicians to dispense favours to their constituencies, also announced hefty spending increases for building more capacity and track electrification, and unveiled plans to introduce faster trains on existing tracks and sweat railways’ assets better by roping in the private sector.

The cash-strapped railways will create new special purpose vehicles to secure investments, he said, as he sketched out plans to tap lowcost money from long-term investors such as insurance and pension funds, and multilateral agencies. Prabhu, who has secured support worth Rs 40,000 crore from the Union Budget which signals the government's intent to spend more to revive investments, plans to tap a wide range of non-railway sources to augment investments, including setting up JVs with states, PSUs with large investible resources and multilateral and bilateral agencies.



Other measures include monetising rail assets, particularly railway stations that can be expanded and refashioned as business hubs, and leveraging earnings to raise capital from the market. The budget drew plaudits from experts, many of whom saw it as a credible start to try and reform a sinking organisation, but it received a thumbs down from the markets where the feeling was it wasn't bold enough because it steered clear of privatisation and did not have bold moves for organisational change vital to realise some of Prabhu's plans.

Share prices of companies that cater to the railway sector fell by up to 7%, outpacing a decline in the broader market. Political rivals of BJP slammed the budget, while its partner Shiv Sena wasn't enthused either, saying the budget had little for Mumbai or Maharashtra. "After two decades of following a suicidal path of playing to the galleries and constituencies of incumbent railway ministers, after self-inflicted injuries of decades of neglect of customers and railways assets, this budget comes as fresh morning air," said Akhileshwar Sahay, mentor at infrastructure consulting firm Feedback Infra and a former Indian Railways official.

"The key challenge before Prabhu is now to walk the talk and ensure that his bold moves do not die in an embryonic stage. Such is the cultural stasis and past track record of the railways."

FREIGHT HIKE TO HURT COMPANIES

The minister, as predicted by ET on Wednesday, did not raise passenger fares, to the disappointment of some reform pundits. Freight charges were, however, increased by up to 10%, portending higher costs for companies in sectors such as steel, coal and fertilisers. Prabhu said prices had already been increased last June and there had been no major concomitant improvement in passenger amenities.

"I don't have the moral authority to increase fares without improving the facilities," he told ET in an interview, adding that it would be difficult to explain fare increases when diesel prices had fallen. In the next five years, the railway minister has promised major improvements in customer experience in a host of areas such as cleanliness, comfort, service quality and train speeds. From a 24-hour helpline to mobile charging facilities on all trains to a choice of cuisine to WiFi in stations, Prabhu said railway consumers would get access to all these services.

He also announced plans to launch services called 'Train Sets' in the next two years on some routes, saying these modern trains — similar to Japan's Bullet trains in design — would provide vastly better customer experience and a 20% saving in journey time as these imported trains travelled at higher speeds on existing tracks. Prabhu said the speeds in nine railway corridors would be increased to 160-200 km per hour from 110-130 kmph now.

FOCUS ON OPERATING RATIO

Prabhu is targeting an operating ratio — a key gauge of operational efficiency — of 88.5% for the next financial year to end-March 2016, the best in nine years and compared with 91.8% expected this year. A lower operating ratio means that the railways will save more on every rupee it earns, allowing it to invest more to grow its operations and provide better service.

He announced an investment plan of Rs 8.5 lakh crore for the next five years as he penciled in passenger earnings growth of 16.7% for the next financial year, less than 17.7% expected this year. Banmali Agrawala, president & CEO of GE South Asia, called it an "ambitious and promising budget" that put significant emphasis on addressing the needs of passengers and improving freight services.

"The focus on finding innovative solutions in both technical and financing aspects, to enhance existing infrastructure, mobilise resources, use new technologies that transform customer experience and increase operational efficiency are steps in the right direction," he added.

Jaijit Bhattacharya, a partner at KPMG, said the operating ratio target was good and the budget had excellent initiatives in ease of doing business with the railways. "If the initiatives are implemented, it will improve on the private sector trust and hence help in attracting private sector participation."

You can now book your tickets four months in advance, as against a period of two months currently. The window for reserved ticket booking will be raised to 120 days versus the 60 days now, Prabhu said.

"Today one of the biggest problems faced by the common man intending to travel in unreserved class is purchasing a ticket. We are introducing 'Operation Five Minutes' to ensure that a passenger travelling unreserved can purchase a ticket within five minutes. Provision of modified 'hotbuttons', coin vending machines and 'single destination teller' windows will drastically reduce the transaction time," Prabhu announced.

For the differently-abled travellers, a special initiative is being launched whereby they can purchase concessional etickets after one-time registration. "It is also proposed to work towards developing a multi-lingual e-ticketing portal. We will move towards crediting all refunds through the banking system," Prabhu said.

In Central Railway, Western Railway and Southern Railway suburban sections, a pilot project of issuing unreserved tickets on smart phones has been started.

"We hope to extend this facility progressively to all stations. Automatic ticket vending machines with smart cards and currency options have also been installed at many stations," Prabhu said. "It is proposed to proliferate this further and also to introduce debit card operated machines. Introduction of integrated ticketing system on the lines of rail-cum-road tickets on Jammu - Srinagar route will be expanded," he added.

Then Railway Minister and Trinamool Congress leader Dinesh Trivedi had made an across-the-board hike in 2012-2013 but was made to roll back the hike in second and sleeper class categories.

An all-India 24X7 helpline number, 138, will become functional to attend to the problems of passengers on a real time basis. Passengers will be able to call up for complaints while on trains.

A mobile application to redress Railway-related complaints is also being developed. Railways intend to start this facility on a pilot project basis on Northern Railway from March 1, 2015.

Based on the experienced gained and the feedback received from passengers, it will be extended to all Railways soon thereafter.

"Further, keeping in mind the criticality of security related issues, we have dedicated a toll-free number 182 for receiving security related complaints. Railways would utilise resources from the Nirbhaya Fund for augmenting security of our women passengers," Prabhu said.

To provide freedom to passengers to select their meals from an array of choices including local cuisine, e-catering has been introduced in 108 trains on an experimental basis from January this year. Food can be ordered through the IRCTC website at the time of booking of tickets.

"We are working to integrate the best food chains in our country into this project. Depending on the response from our customers, the facility will be extended to cover more trains," Prabhu said. "It is also intended to set up Base Kitchens in specified Divisions to be run by highly credible agencies for serving quality food," he added.

According to Prabhu, at the moment water vending machines are sparse. "We will expand this to cover most Railway stations. This will ensure availability of clean drinking water at very low cost to the people apart from being an environment friendly measure," he said.

Online booking of retiring rooms has already been initiated. The facility of self-operated lockers would also gradually be made available at stations. "It is proposed to provide concierge services through the IRCTC at major stations for the assistance of passengers for their pick up and drop. We will also provide a facility for online booking of wheel chair on payment basis for senior citizens, patients and the differently-abled passengers through IRCTC on select stations," Prabhu said.

Lifts and escalators have been planned at major stations to facilitate easy movement of the elderly and differently-abled passengers.

Railways propose to create a new department for keeping stations and trains clean. Integrated cleaning will be taken up as a specialized activity, which will include engaging professional agencies and also training staff in the latest cleaning practices.

Railways plan to set up 'waste to energy' conversion plants near major coaching terminals to dispose waste in an environment-friendly manner. One pilot plant will be set up, to begin with, followed by more plants in a phased manner.

"The condition of toilet facilities in our stations and trains needs major improvement. We will build new toilets covering 650 additional stations compared to 120 stations last year," Prabhu announced.

"Bio-toilets are being fitted in coaches. So far we have replaced the existing toilets with 17,388 bio toilets. This year we intend to replace another 17,000 toilets. Research, Design and Standards Organisation (RDSO) has also been tasked with making available within a period of six months a design for vacuum toilets," he elaborated.

The feasibility of a disposable bag along with bedroll for the purpose of collecting garbage is being considered. The coverage of built in dustbins will be extended to non-AC coaches as well.

The speed of 9 railway corridors will be increased from the existing 110 and 130 kmph to 160 and 200 kmph respectively so that inter-metro journeys like Delhi-Kolkotta and Delhi-Mumbai can be completed overnight.
