Private players free to choose any railway station for revamp

The government has visualized that these stations would be equipped with escalators, shopping outlets, restaurants and Wi-Fi- enabled waiting lounges.

NEW DELHI: Private players can select any of around 8,000 stations across the country for revamping and transforming it as a world class station.

The government has visualized that these stations would be equipped with escalators, shopping outlets, restaurants and Wi-Fi- enabled waiting lounges.

Railways minister Suresh Prabhu has come out with a new policy wherein the national transporter would not select 10 or 50 stations to be developed into world class stations, but it would be left for the private developers to select a particular station.

The national transporter has decided to put all details about these stations such as requirement for passenger area, space for operational purpose and the vacant land or space which railways can offer to the private developers for commercial exploitation.

"The private developer can directly approach general manager (GM) at zonal railways if they want to develop any station in the region," said a railway official.

"All stations should have adequate waiting rooms, ladies dormitories, segregation of arrival and departure, essential facilities such as catering and unifying integration at both sides of the city," Prabhu had said after taking over.

There is feeling that the transporter alone can't development many stations considering huge financial constraints.

Prime Minister Narendra Modi had also stressed for privatization of passenger services at stations. "Railway facilities are the same as they were 100 years back ... Privatize the railway stations and modernize them," the PM had said. "I will make it in 10-12 places. Stations should be better than airports as most travellers are poor people. We can easily have trains running below and commercial properties above (floor)," Modi had said.

The PM said at a time when real estate is expensive, railways should leverage their properties by allowing private parties to build luxury hotels, restaurants and other facilities at stations.

This is not the first time government has indicated to modernize stations which suffer from poor hygiene and lack of passenger amenities.

The railways had set up a special purpose vehicle — station development authority — with equity of Rs 100 crore to give a boost to the ambitious plan. The authority has identified five stations--Anand Vihar and Brijvasan in Delhi, Chandigarh, Habibganj in Bhopal and Shivaji Nagar in Pune. But the plan could not take off.

"The fresh initiate would work as private players are given choice," said an official, adding that they would be engaged to modernize passengers amenities at stations while they would be allowed to commercially exploit the real estate space available in heart of the city around the stations.

A Mobile Ticketing System was inaugurated for Mumbai Suburban tickets at Dadar station on December 27, 2014. Initially this system has been launched at Dadar station only.

It will be implemented at Chhatrapati Shivaji Terminus, Kurla, Thane and Kalyan soon and thereafter at other stations in a phased manner. One can download the free application for Android/Windows to avail this facility. Application for iPhone and Blackberry will be available soon.

How it works: A user has to open the application and sign up by giving details like name, mobile number and city, after which a one-time password is sent through SMS. On entering the OTP, the user is registered and an 'R-wallet' with zero balance is created.

At the journey originating station, the user has to go to an Automatic Ticket Vending Machine (ATVM) and select Print Mobile Ticket option, enter the mobile number and booking ID to get a printed ticket.

The Wi-Fi project for Indian Railways is being executed by RailTel, a public sector undertaking of the Ministry of Railways. The Indian Railways also successfully implemented Wi-Fi facility at the Bangalore Railway station.

In another landmark engineering marvel, Indian Railways completed Udhampur-Katra Broad gauge line in Jammu & Kashmir. Four train services up to Katra commenced from July 2014. These are: New Delhi- Shri Mata Vaishno Devi Katra Express, Pathankot-Shri Mata Vaishno Devi Katra DMU and two DMUs between Jammu Tawi-Shri Mata Vaishno Devi Katra.

The line enables pilgrims to the Vaishno Devi shrine to travel directly to the base camp at Katra. Constructed at an estimated cost of Rs 1050 crore, the route consists of seven tunnels and 30 small and big bridges. A total of seven tunnels span over 10 km of the 25-km stretch.

A trial of e-catering service in trains has been started by the Indian Railways. IRCTC has been entrusted with the job of implementation of this service.

IRCTC on a trial basis has started e-catering services on a few trains on Delhi-Amritsar section since September 2014. With the help of this service, a passenger is able to place an order for a meal, to be served at his seat in the train, through a phone call or an SMS.

Booking rail tickets through the IRCTC website is going to be hassle-free for now. The new e-ticketing system developed by Centre for Railway Information Systems (CRIS) would allow booking of 7200 tickets per minute against 2000 tickets through the existing system.

Some of the salient features of the new IT initiatives/applications are; Next Generation e-ticketing (NGeT); NGet system which can book 7200 online tickets instead of 2000 tickets per minute, attending 2,00,000 enquiries instead of 50000 per minute.

"Indian Railways is planning to harness solar energy in a big way which will be a step forward in mitigating the challenges currently being experienced by environment," the Railway Ministry has said.
