GoM to screen plan for airport regulator

Civil aviation minister Praful Patel said the Cabinet considered the AERA proposal on Monday and referred it to a GoM. Likely to be headed by defence minister Pranab Mukherjee, the Cabinet panel would include Mr Patel and finance minister P Chidambaram.
Prime Minister Manmohan Singh wanted the matter to be referred to the GoM in order to evolve a clear policy to remove overlapping of jurisdiction, Mr Patel said after the Cabinet meeting. Among other issues, the GoM would look into aeronautical charges and ways for demarcation of defence fields and civilian enclaves.
The AERA is supposed to play the role of an independent regulator to ensure that airport development turns into a vibrant activity. Concerns of passengers and airlines -- the main users of airports -- would be addressed by the Authority. The independent regulatory would look into tariffs like navigation and parking charges paid by airlines, apart from passenger service fee (PSF) which is collected from passengers. The Authority would also monitor the quality of services rendered by various airports.
