DGCA seeks bilateral certification

The Directorate General of Civil Aviation (DGCA) is in talks with its US and European counterparts for a reciprocal agreement, enabling worldwide acceptance of the aircraft certification of Indian aviation regulator.

MUMBAI: The Directorate General of Civil Aviation (DGCA) is in talks with its US and European counterparts for a reciprocal agreement, enabling worldwide acceptance of the aircraft certification of Indian aviation regulator.

"We are negotiating for a bilateral certification agreement... and are in talks with various foreign regulators including the FAA (Federal Aviation Administration) of the US," DGCA Director General K Gohain said here today.

Currently, the US and European regulators' certification are being accepted worldwide.

"If we can accept the FAA or European regulator's certification, they can also accept our certification. Such an agreement will help the nascent aviation industry in the country," Gohain said.

India's indigenous helicopter Advanced Light Helicopter (ALH), Dhruv had received the DGCA certification in 2003, but Hindustan Aeronautics Ltd (HAL), the manufacturer of the chopper could not export it as the Indian certification was not accepted worldwide.

"DGCA and a team of HAL officials will be talking to European and US regulators in this regard," he said.

Earlier, addressing the first Bell maintenance conference Gohain urged for a maintenance, repair and overhaul facility.

"There is a need of more MRO facilities for helicopters. Though there was no major helicopter accident this year, we had many in the past. And many of them were due to poor maintenance and overhaul," he said.

The regulator is also planning to introduce guidelines for MROs and helicopter trainings, he added.
