A decade ago, rural India's telecom story was still closely tied to expanding mobile connectivity, with voice at its core. Today, it is about building better networks, increasing data use and expanding the range of services.

Data spanning a decade of Telecom Regulatory Authority of India (TRAI) annual reports shows how sharply India's rural telecom landscape has changed. Rural wireless subscribers rose from about 419.31 million in FY15 to more than 535 million by FY21, before standing at around 518 million in March 2023. Rural subscribers accounted for roughly 42%-45% of India's wireless base through much of this period.

The bigger change, however, has been in the technology connecting rural India.

Rural wireline connections declined from 5.12 million in March 2015 to 3.50 million in March 2025, according to TRAI data. The number fell to a low of 1.67 million in 2021 before recovering over the following four years.

In other words, rural connectivity has moved away from the traditional telephone line towards wireless networks and, increasingly, high-speed data.

The shift became evident in the rapid rise in rural wireless connectivity during the mid-2010s, with subscriber numbers climbing from 414.18 million in FY2015 to 497.76 million in FY2017.

But subscriber growth has since matured. The next phase of the rural telecom story is less about adding another mobile connection and more about the quality of the connection and what users can do with it.

From connectivity to consumption

The latest disclosures from India's largest telecom operators point to that change.

Reliance Jio Platforms, in its draft prospectus, said approximately 46% of the data consumed on its network in fiscal 2026 came from rural areas. Jio had 268.5 million 5G consumers as of March 31, 2026, while 37% of its fixed broadband customer additions during the year came from rural areas.

The numbers point to the broader shift: rural India is no longer simply a market waiting to be connected. It is already a significant consumer of data and higher-speed connectivity.

The change is also visible in fixed wireless access. TRAI's latest annual report recorded about 2.5 million rural FWA-5G subscribers as of March 2025, with Reliance Jio accounting for the entire base.

For Bharti Airtel, the focus is similarly shifting from the technology used to deliver broadband to the quality of the experience.

The scale of that expansion is evident in Airtel’s rural rollout.

Airtel chairman Sunil Bharti Mittal, in the FY26 annual report, described the company's rural acceleration programme as a “critical enabler of digital proliferation and inclusion”. Airtel said it deployed more than 77,500 rural sites between January 2021 and December 2025, covering an additional population of more than 170 million through 4G and 5G connections across more than 173,000 villages.

Meanwhile, speaking during Bharti Airtel's Q1 FY26 earnings call, Gopal Vittal, vice chairman and managing director, had said “We do not care whether the customer is on fiber or FWA as long as we get Wi-Fi… We are not fussed about not winning on FWA, we are fussed about winning on Wi-Fi.”

The company said it deployed around 8,000 sites in FY2025-26, many of them in rural areas, while upgrading 4G hardware and expanding 5G capabilities to improve coverage and capacity across geographies.

Reliance Jio accounted for 39.51% of India’s rural wireless subscriber base as of March 31, 2025, followed by Bharti Airtel at 36.40%, Vodafone Idea at 18.45% and BSNL at 5.64%, according to TRAI data.

The last mile is still difficult

The expansion of telecom networks, however, depends on infrastructure beyond telecom towers and spectrum, particularly reliable electricity.

Vodafone Idea said in its annual report: “Considering the focus of the telecom sector on rural penetration, one of the biggest challenges being faced now is power deficiency in most of the areas along with lack of power infrastructure.”

The power challenge is also being highlighted beyond the telecom sector. Zetwerk, which produces distribution transformers, says the issue in rural India is increasingly not access to electricity but reliability at the last mile.

“Rural feeders tend to be long and serve an uneven mix of domestic loads, while equipment designed around intermittent household demand is increasingly supporting installations that require power through the day and night,” said Simanta Ghosh, vice president, energy transition at Zetwerk.

According to Ghosh, voltage fluctuations, transformer stress and outages can become particularly problematic for infrastructure requiring continuous uptime.

For telecom, as networks become more data-intensive and expand 4G, 5G and fixed broadband, reliable power remains critical to the last-mile equation.

From universal service to digital productivity

The policy architecture itself has changed with the market.

The Universal Service Obligation Fund (USOF), created in 2002 to support telecom services in commercially unviable rural and remote areas, was later expanded to support mobile, broadband and optical fibre infrastructure. In 2024, it was renamed the Digital Bharat Nidhi (DBN) under the Telecommunications Act, 2023 and the DBN Rules, 2024.

That evolution captures the broader change in India's rural telecom priorities.

The challenge in the early years was largely access: bringing a telephone connection to a village. The challenge today is quality, reliability and usage — ensuring rural users have high-speed connectivity and can use it for services and economic activity.

Vinish Bawa, Partner and Leader of Technology, Media and Telecom at PwC India, said rural India's telecom journey was now moving beyond coverage.

“India's rural telecom story is entering a new phase. The debate is no longer about coverage but about outcomes,” Bawa said. “We have largely connected rural India; the challenge now is converting connectivity into productivity.”

He said rural India had effectively skipped an entire stage of telecom evolution, moving from limited connectivity to smartphone-led internet access rather than following the fixed-broadband-to-mobile path seen in many developed markets.

The plateau in rural subscriber numbers, Bawa said, should be viewed as a sign of market maturity rather than the completion of the connectivity journey. The focus is now shifting towards network experience, smartphone penetration among lower-income users, indoor coverage and difficult geographies.

Beyond connectivity

The next phase could also be shaped by applications built on top of connectivity rather than connectivity itself.

Bawa said the most transformative use of 5G in rural India was unlikely to be simply faster consumer internet. In agriculture, he pointed to precision farming, crop monitoring, market intelligence and supply-chain visibility. In healthcare, better connectivity could expand access to specialist services, while education could benefit from richer learning experiences.

“The bigger opportunity may ultimately be AI plus 5G rather than 5G alone,” Bawa said, pointing to the potential of low-cost, regional-language AI assistants for agriculture, healthcare, finance and government services.

That could shift the rural telecom opportunity from selling connectivity to enabling a wider digital ecosystem.

The trajectory of rural wireline connections tells one part of that story. The rise of wireless, 4G, 5G and fixed wireless access tells another.

India's rural telecom market has therefore not simply grown over the past decade. It has fundamentally changed shape: from a voice-led market where connectivity itself was the prize to a data-led market where the bigger opportunity lies in how that connectivity is used.

As Bawa put it, the last decade was about building “digital highways”. The next decade, he said, will be about generating “economic traffic” on those highways — with success measured less by towers and subscribers and more by the impact of connectivity on farmers, rural enterprises, healthcare, education and livelihoods.
