According to RCom, if the norms proposed by Telecom Engineering Centre were accepted, at least 55 MHz of spectrum would become available by way of getting refund from GSM players like Bharti Airtel, Vodafone-Essar and Idea Cellular.
With this, at least four new players can start pan-India GSM operations, they said.
Asked whether all four new operators would be from the list of applicants awaiting licenses, RCom officials said it was up to the government to decide when licenses be issued.
RCom is not among the 46-odd companies which have submitted about 575 applications for mobile licenses.
Meanwhile, in the Parliament today, Samajwadi Party leader Amar Singh demanded a CBI probe into allocation of frequency beyond the contracted quantity of 6.2 MHz to the GSM operators and said these players have been hoarding about 55 MHz of extra spectrum.
RCom also said TEC norms can be tightened further and added that the calculation made by it was scientific.
Government has set up a review committee to revisit the TEC norms and the panel is expected to give its report by the end of this month.
