DoT sets up committee to study spectrum efficiency

MUMBAI: The Department of Telecom (DoT) has constituted a committee headed by Telecom Commission Member (Technical) K Sridhara to study spectrum utilisation efficiency of Indian operators.
The six member committee, which will form benchmark standards for allotting extra spectrum to operators, will submit its recommendations next month, according to a letter issued by the DoT.
"An expert committee is hereby constituted to study structural changes required including functional distribution, fresh infusion of professionals for improved efficiency and better interface with wireless users through on-line functioning of WPC wing," the DoT said in a recent letter.
The other members of the committee include B N Jain of IIT Delhi, Shantanu Consul, Administrator, USO fund, P K Garg, Wireless Advisor to GOI, M Sahu, Joint Secretary, DoT, and Vijay Madan, Executive Director, C-DOT.
All major operators including Reliance Communication, Bharti Airtel, Hutchison Essar, and Idea Cellular have applied for additional spectrum to expand their operations.
Informed sources said the study will include carrier deployment patterns, base trans-receiver station (BTS) density in a specified area, and the distance between two nearest BTSs in dense traffic areas.
The expert committee will examine the problems with the network were due to lack of spectrum or due to fewer BTSs in high traffic areas, sources said.
The study will also include efficiency of operators in reusing the frequency.
