COAI slams Tata's claim of equal spectrum with GSM

NEW DELHI: Private GSM operators on Wednesday said spectrum allocation norms for CDMA players should be tightened further by 100 per cent instead of offering equal amount of frequency as demanded by Tata Teleservices.

The claim of Tatas that both CDMA and GSM operators be given equal amount of spectrum is completely flawed and without any scientific basis, TV Ramachandran, Director General of GSM lobby Cellular Operators Association of India, said in a letter to chairman of the spectrum review panel.

Rejecting a settlement package proposed by Department of Telecom, TTSL Managing Director Anil Sardana had yesterday said: "It is very dismaying that the proposal again talks about spectrum allocation which is 2:1 in favour of GSM. It is this very cause which has pushed CDMA players to move toward GSM as the frequency allocation to GSM has been very liberal."

Reacting to this, COAI said: "We from the COAI have always been stating that the spectrum capacity rule of 1:2 being followed for CDMA-GSM is extremely lenient to CDMA and needs to be tightened by at least 100 per cent to 4:1."

Terming Tatas' demand as "grossly wrong and untenable", COAI said the association of CDMA operators had submitted an affidavit saying the capacity of CDMA is 5.3 times the capacity of GSM.

Sardana had said in a statement yesterday that the differentiation between GSM and CDMA technology should end and there must be strict adherence to the government's stated policy of technology neutrality.

"This means that GSM and CDMA operators must receive the same amount of upfront spectrum and same amount of contracted spectrum," he had said.
