2G scam: A Raja may file PIL against CAG Vinod Rai

NEW DELHI: Former telecom minister A Raja, the main accused in the 2G scam, plans to file a Public Interest Litigation against the Comptroller and Auditor General, Vinod Rai, alleging the latter used unscientific methodologies to project 2G losses, people familiar with the matter said. Raja, who has been in jail since February, plans to pen a book on his version of events that led to telecom ministry awarding new mobile permits in 2008, at rates fixed in 2001.

Raja’s PIL may allege that the CAG, with is arbitrary calculations, that were neither scientific nor objective, had created an impression that the former minister and other public servants caused huge losses to the exchequer by awarding mobile permits at throwaway rates.

People close to Raja said that the petition would point out that CAG’s spectrum losses figures varied from Rs 2,645 crore and Rs 4.19 lakh crore, before the constitutional body finally arrived at Rs 1.76 lakh crore in the final report.

Raja plans to point out that the CAG had failed to explain before the JPC on why it picked the Rs 1.76 lakh crore figure when its members had come up with several other projections, the people quoted above said.
