Maharashtra govt aims to make Mumbai slum free in 10 years: CM Fadnavis

MUMBAI: The Maharashtra government is aiming to make Mumbai, the country’s financial capital, slum free in the next 10 years, said Chief Minister Devendra Fadnavis, as the state steps up redevelopment and rehabilitation work across the Mumbai Metropolitan Region (MMR) and plans new urban centres to accommodate future growth.

“Urbanisation is inevitable, and it needs to be managed well…In the next 10 years, Mumbai Metropolitan Region will be the most urbanised region in the country and this development will be the best managed one,” Fadnavis said.

As part of this broader redevelopment push, the state government is pushing for completion of 10,000 rehabilitation homes in the Dharavi redevelopment project spread over 600 acres in central Mumbai by January 2029.

“I want 10,000 houses to be ready as part of Dharavi project. I want to bring Prime Minister Narendra Modi to the city in the month of January 2029 to handover keys to 10,000 families,” he said at NAREDCO Maharashtra conference.

According to him, the government has adopted a cluster development approach for Mumbai, with several areas being brought into redevelopment to make better use of land in neighbourhoods that were developed decades ago.

The state is further planning redevelopment of its BEST bus depots, with the proposed projects to include mixed-use development, commercial spaces, museums, playgrounds and recreational areas. The redevelopment of these properties will create opportunities for the real estate community.

Mumbai’s next phase of urbanisation would extend into areas beyond the existing city, with new urban centres being developed as part of Mumbai 3.0. The first smart city under this expansion has recently seen a deal involving investment of Rs 1,500 crore, he said.

“Mumbai 3.0 is not a distant dream. Mumbai 3.0 is not a future. It has started happening,” Fadnavis said, adding that the state intends to develop several such smart cities and urban centres.

He said the proposed third airport for Mumbai would be an offshore airport, with land already identified for the project. The first report has received a positive response and the detailed project report is being prepared, with the government expecting it to be ready by the end of 2026.

The proposed airport, along with the bullet train and other infrastructure projects, is expected to create an ecosystem for what Fadnavis described as “4th Mumbai”.

According to him, the development of Vadhavan port in Palghar would further reshape the region’s economic landscape. The port is expected to have a draft of 20 metres and create employment for around one million people in Palghar district.

Maharashtra is simultaneously developing new urban and economic centres in Pune and Nagpur, including a new airport in Pune and plug-and-play facilities in Nagpur.

Maharashtra recorded economic growth of 8.8% in the first quarter, compared with 7.8% for India. Mumbai property registrations crossed 1.06 lakh during January-August 2026, generating around Rs 9,365 crore in revenue, he said.
