IDFC training for NHAI brass soon

NHAI has roped in IDFC to train its senior management on various aspects of the model concession agreement (MCA).

NEW DELHI: The National Highways Authority of India (NHAI) has roped in Infrastructure Development Finance Corporation (IDFC) to train its senior management on various aspects of the model concession agreement (MCA). Trained staff are expected to expedite faster implementation of public private partnership (PPP) projects in the road sector. “The programme will familiarise NHAI officials with PPP concepts, project development processes and implications of various provisions of the MCA,” an NHAI official said. The authority has been facing flak from private concessionaires over mismanagement and lack of expertise in handling PPP projects.

The government has been making efforts to step up road sector performance and streamline private investment. The government has decided to give preference to build-operate-transfer (BOT) toll projects in the development of national highways.

“The changing regime to BOT from engineering-procurement-construction (EPC) has meant a complete change in the role and obligations of NHAI. The purpose of the training is to equip NHAI officials with complete knowledge of the BOT model and implementation of MCA and the conditions precedent that NHAI has to comply with,” IDFC’s PPP initiative head Shailesh Pathak said.
