FSI hike: No impact on infrastructure, environment; Govt tells HC

MUMBAI: The 33 per cent increase in Floor Space Index (FSI) in Mumbai suburbs (from 1 to 1.33) will not have any impact on traffic, infrastructure, or environment, State Government today told the Bombay High Court.

The court is hearing a PIL filed by Mumbai resident Amit Maru which opposes increase in FSI. Government issued a notification on April 10, which amended the development control regulations and increased FSI.

Maru's contention is that this will lead to excessive construction in already space-starved suburbs.

But affidavit filed by Sudhakar Nangnure, Deputy Secretary, Urban Development ministry, says: "I deny that increase of 33 per cent FSI will lead to chaos of traffic, infrastructure facilities, civic amenities or adverse impact on the environment."

Arguing for the petitioner, advocate Mukul Rohatgi today submitted that there has been no environmental impact study.

Rohatgi said that decision to increase the FSI was taken during state finance minister's budget speech.

"A decision which will radically change the development plan of the city can not be announced during budget speech, it has nothing to do with economic policy," he said.

He also assailed the government's justification that revenue coming out of sale of additional FSI will augment state's finances.

Earlier, state's advocate general Ravi Kadam had argued that a TDR cartel was behind the PIL, as it feared that availability of more FSI will bring TDR prices down.
