Finance Minister Arun Jaitley said during his the Union Budget 2015 that the sheme would help students from poorer families’ access higher education without worrying about cost.
"No student will miss out on higher education for lack of funds," said Jaitley in his budget speech. He did not announce how the scheme would be financed.
