A subsidiary of major solar panel manufacturer Waree Energies, WESSPL will set up a 16 GWh lithium-ion cell Gigafactory, covering cell manufacturing, battery packs and large-scale Battery Energy Storage Systems (BESS), at Rambilli in Anakapalli district. WESSPL will invest ₹8,175 crore in the project, which is expected to generate around 3,000 direct jobs. It received in-principle approval on Tuesday from the Andhra Pradesh State Investment Promotion Board (SIPB), chaired by chief minister N Chandrababu Naidu.
“This will be India’s largest battery manufacturing plant - not just in capacity but in its fully integrated nature covering cells, packs and grid-scale storage systems,” said Nara Lokesh, Andhra Pradesh state minister who chairs a group of ministers on job creation adding, “Our goal is to build complete clean-energy value chains in Andhra Pradesh. After renewable power generation and solar manufacturing, this project takes us firmly into advanced energy storage — a strategic sector for India’s energy security.”
The investment is part of the state government’s broader strategy of backward integration across the renewable energy ecosystem, aimed at transforming Andhra Pradesh from a power-generation hub into a clean energy manufacturing powerhouse. As soon as Naidu had assumed charge as chief minister in June 2024, the state had institutionalised this approach through the Integrated Clean Energy Policy 2024, which incentivised large-scale renewable projects alongside equipment manufacturing and storage infrastructure. Following the policy rollout, the state aggressively attracted companies across the solar manufacturing value chain. Firms such as Premier Energies, Tata Power and Websol Energy System have announced major investments in solar cells, wafers and ingots — segments where India has historically relied on imports, particularly from China. The battery gigafactory now represents the next strategic layer of this integration.
Large-scale energy storage is increasingly viewed as the backbone of India’s clean-energy transition - essential for balancing intermittent renewable power, supporting electric vehicle adoption and strengthening grid resilience. At present, a significant share of lithium-ion cells and BESS equipment is imported, making domestic capacity a geopolitical and economic priority.
The Andhra Pradesh push also dovetails with India’s national focus on critical minerals and rare-earth processing, key inputs for batteries, EV motors and advanced electronics. The state has recently been identified as part of a developing rare-earth and critical minerals manufacturing corridor, aimed at boosting domestic refining and downstream clean-technology industries.
Industry observers say the convergence of renewable generation, solar manufacturing, battery production and mineral processing positions Andhra Pradesh as one of the few regions in India attempting a vertically integrated clean-energy industrial ecosystem.
For Waaree Energies, the project marks a major expansion beyond its core solar manufacturing business into high-growth energy storage.
