Mumbai: NeuEN Green Energy, a joint venture between Bharat Petroleum Corporation Limited and Sembcorp Industries, has secured a contract to supply 10,000 tonnes per annum of green hydrogen to Numaligarh Refinery Limited (NRL), the company said on Tuesday.

The project involves setting up a green hydrogen production facility at NRL’s refinery in Assam, backed by a long-term offtake agreement. Commercial operations are expected to begin in 2028.


The plant will integrate renewable energy with advanced storage systems to ensure round-the-clock hydrogen supply, supporting the refinery’s efforts to reduce carbon emissions.

Sanjay Khanna, Chairman and Managing Director of BPCL, said the project aligns with the company’s strategy to build a diversified, future-ready energy portfolio and expand across the green hydrogen value chain.

The joint venture aims to leverage BPCL’s domestic infrastructure and market presence alongside Sembcorp’s global renewable energy expertise. Sembcorp currently has a renewable energy portfolio of 7.6 GW in India, positioning it to support large-scale green hydrogen production.

Sembcorp’s hydrogen business CEO Vipul Tuli said that the project underscores the importance of structured long-term offtake agreements in making green hydrogen commercially viable.

The deal comes as Indian refiners increasingly explore low-carbon hydrogen to replace conventional grey hydrogen in refining processes, in line with the country’s broader energy transition and net-zero ambitions.
