Karnataka ranks third in NITI Aayog’s electric mobility index, tops charging readiness

Bengaluru: Karnataka has ranked third nationally in the India Electric Mobility Index (IEMI) 2025 released by NITI Aayog, scoring 73 and emerging as one of the country’s top-performing states in electric mobility.

Delhi topped the index with a score of 84, followed by Maharashtra at 78. Karnataka was third, ahead of Chandigarh (71) and Goa (65). The index classifies jurisdictions scoring 65 and above as “Top Performers”.

Karnataka was also among the two leading large states in the Top Performer category, along with Maharashtra.


The state scored 97 in Charging Infrastructure Readiness, the highest in the country, reflecting its progress in developing infrastructure to support electric vehicle (EV) adoption.

The index was launched at Vigyan Bhawan, New Delhi, during the NITI-State Workshop Series.

Additional Chief Secretary, Energy, Gaurav Gupta said Karnataka’s initiatives include BESCOM EV Mithra, a unified EV charging application, a single-window clearance system and an EV Accelerator Cell.

Karnataka was the first state to introduce a dedicated EV policy in 2017, covering vehicle sales, charging infrastructure and dedicated manufacturing zones, he said.

The state currently has 6,979 EV charging stations, including 4,896 in Bengaluru. EV penetration was close to 15% during the first five months of FY27, while Karnataka has recorded the third-highest cumulative EV sales in the country after Uttar Pradesh and Maharashtra.

Karnataka accounts for 8.81% of India’s overall EV registrations and ranks among the top three states in cumulative registrations. It ranks second in both two-wheeler and four-wheeler registrations, after Maharashtra, and third in e-bus registrations, after Delhi and Maharashtra.

The India Electric Mobility Index, developed by NITI Aayog in collaboration with WRI India, is the second edition of the assessment. It evaluates states and Union territories on their progress towards electric mobility, covering policy frameworks as well as implementation outcomes.

Energy Minister KJ George said the recognition reflected the state’s efforts to build a sustainable mobility ecosystem through policy support, infrastructure development and measures to expand EV adoption.

BESCOM Managing Director N Shivashankara said the utility would continue to expand the state’s charging network and facilitate the development of accessible EV infrastructure.
