Delhi retains top position in India's Electric Mobility Index 2025 followed by Maharashtra and Karnataka

Delhi has retained its top position in India’s Electric Mobility Index 2025 while Maharashtra and Karnataka, at second and third position, have emerged as the only two top-performing states in the large state category in advancing their e-mobility ecosystem compared to the previous year.

Eight states from the large state category qualified as frontrunners with Tamil Nadu having a score of 61 followed by Madhya Pradesh (59), Odisha (55), Andhra Pradesh (52), Telangana (51), Haryana (51), Rajasthan (51) and Uttar Pradesh (51), as per the index, released by NITI Aayog on Wednesday.

Among hilly and northeastern states. Manipur recorded the highest score at 46, followed by Tripura (36) and Assam (35) and three of them were classified as emerging performers with half of the states in the region reporting research and innovation as the principal constraint.


Delhi with a score of 84 recorded the highest score in the country and was followed by Chandigarh (71) and Goa (65) as top performer states in the union territory category while Puducherry with a score of 41 was the sole emerging performer.

The IEMI score was determined by analysing the performance of each state and UT across all indicators, alongside the weightage attributed to the indicators and overarching themes of the Index.

A higher IEMI score indicates a stronger performance across the three themes, with higher rates of EV adoption, charging infrastructure availability and EV startups in the region.

According to the report, Delhi improved its score from 77 to 84, followed by Maharashtra, which increased its score from 68 to 78 while maintaining second place. Karnataka emerged as the third-ranked top performer, moving up one position with a score of 73, overtaking Chandigarh, which slipped to fourth despite an increase in score from 65 to 71.

Tamil Nadu, by contrast, slipped one place to sixth despite improving its score from 59 to 61, as fast-rising Goa moved ahead of it, it said.

“It is noteworthy that several states and UTs registered declines in rank and scores, indicating that progress in e-mobility has been uneven across the country,” the Aayog added in the report.
