New Delhi: India's 500 GW non-fossil capacity target for 2030 should be matched by parallel grid stability milestones rather than be treated only as a capacity target, a joint report by Federation of Indian Chambers of Commerce and Industry (Ficci) and Nangia on grid stability said.

Titled Grid Stability in India: From Diagnostic Assessment to a Reform and Implementation Roadmap, the report noted that a grid designed for a small number of large, predictable generators is now absorbing an increasing share of small, weather-dependent, power-electronic generation, at a pace that has at times outruns the transmission, storage and institutional capacity built to support it.

As immediate measures for grid stability issues, the report suggests resolving the legal form of the grid-forming mandate and notifying a single and consistently named instrument with defined thresholds for battery energy storage systems above 50 MW.


It has also recommended to define and notify minimum requirements for grid inertia, rate of change of frequency and system strength across the country and in renewable energy-rich regions.

Among other key proposals, it focused on the need to complete corridor-identification exercise for grid enhancing technologies and congestion management. It said a notification for a model national framework with bounded parameters for deviation settlement and demand flexibility, preserving state discretion within agreed ranges was needed.
