CERC mulls over TOD tariff for LT consumers by 2008

CERC chairman A K Basu on Tuesday said that the commission was preparing a paper on this issue, which would be made public within 10 days time for a national debate.
Basu said that although TOD tariff now existed for high tension (HT) consumers, implementing this for households was difficult due to the absence of special types of meters required.
He said that TOD tariff meant that electricity charges during the peak time would be higher compared to other time of the day like early morning.
Basu said that this would help in load balancing and reduce inefficient consumption of power.
On other issues, he said that CERC was mulling to set up a national exchange for trading power.
Basu, speaking at the Merchants' Chamber of Commerce here, said that CERC was trying to develop a separate model on the basis of which price discovery through market mechanism would be made.
He said that at present, trading volumes remained low while prices had increased.
This also called for the need to set up a national grid. At present, there were five regional grids. Basu said that by 2012, 36,000 MW of power was targeted for inter-regional transmission.
"I do not see elimination of cross-subsidy in the foreseeable future," Basu said.
CERC is also keen for private sector participation in transmission of power for which investment of Rs 70,000 crore were required.
