Plan panel moots joint development of energy sector
Competitive marketing principles with transparent subsidies alone could help India attain greater access to energy sources and security.
“We need to have an integrated approach towards building an efficient system of regulation in the country. While politically it is not possible to have a single energy ministry, the best approach would be to judge energy policy in each sectors on the principles outlined in an all encompassing integrated policy,” said Planning Commission deputy chairman Montek Singh Ahluwalia at the inaugural session of ‘Energise India 2007 Summit’ organised by The Economic Times.
He said the issue of integration has become more important at a time when the country was targeting to achieve average 9% growth during Eleventh Plan. The summit was addressed by experts in energy sectors including minister of state for new & renewable energy Vilas Muttemwar, former power minister Suresh Prabhu, PM’s committee on economic affairs secretary Alok Sheel, ONGC Videsh managing director RS Butola, Gail chairman UD Choubey, Petronet LNG managing director P Dasgupta, RIL director DV Kapur, additional secretary (coal) Suraj P Seth and former power secretary RV Shahi.
Planning Commission’s member (energy) Kirit Parikh, who has drafted the integrated energy policy document, also supported the need for integrating the energy sector regulations with uniformity in regulations and incentive structure including taxation policies.
Minister of state for industry Ashwani Kumar said that the country should progressive look at building its nuclear energy sector rather than becoming slave of ‘ideological rhetoric that has lost its relevance’.
Planning Commission principal advisor (energy) Surya P Sethi suggested the need for building efficiency in the sector by completely dismantling the present cost-plus pricing approach. “This approach does not reward efficiency and does not encourage competitive spirit,” he said.
Power secretary Anil Razdan emphasised on the need for converting Indian companies into transnationals to secure energy supply. He said that while ambitious target of additional generation of 78,000MW is targeted for Eleventh Plan, the worrisome issue remained that of building efficiency into the system. “We should stop talking about reform but should rather perform,” he said.
