Numaligarh Refinery Limited to foray into Myanmar post-refinery capacity expansion and surge in Northeast demand

Numaligarh Refinery in the past have exported to Myanmar through roads directly from Numaligarh to Moreh travelling roughly 421km.
NRL is increasing its capacity from 3 to 9 MMTPA (million metric tonnes per annum) and this is expected to be completed by December 31, 2027.
Ranjit Rath, Chairman NRL and CMD OIL said in Guwahati on Friday, “And all of you would know how we have handled by enhancing our LPG production because LPG is one such product which goes to all of our cooking purpose, but the dependency of input was very high, about 90 percent of 60 percent was coming from Middle East. So NRL also rise to the occasion, enhanced its production of LPG and as far as LPG is concerned, we did not have much of, did not have any impact rather, and our operational efficiency was 99.1 percent, our crude throughput was 104 percent, so our operation went on unabated which is reflected as part of our physical and financial performance.”
He added, “The Indo-Bangladesh Friendship Pipeline is running uninterrupted, we are, we continue to export to Bangladesh diesel parcels, and our focus right now is on the execution of the refinery expansion project. After that, concurrently we are also looking at creating additional storage facilities, POL storage facilities at strategic locations and after that we will look at any other overseas market”.
When asked about the foray in Myanmar, he said, “No, we will, first focus is we will execute the project, take it to 9 million metric tonnes, stabilise and then look at it. Because one positive thing which has happened is, there is a surge in demand growth within the North-East also. Therefore, we feel that even if we go to 9 million metric tonnes, we will be able to cater to the Eastern part of the country and North-East. So, we will look at the retailing part and then the neighbourhood countries after we stabilise that plan.”
The 33rd Annual General Meeting of Numaligarh Refinery Limited was held at the NRL Centre, Guwahati.
Rath stated that the standalone net worth of the Company for the Financial Year ending 31st March 2026 stood at Rs 18,912 Crore, reflecting a growth of 17.69% compared to the previous Financial Year. Revenue from Operations increased to Rs 26,393 Crore in FY 2025-26, as compared to Rs 25,147 Crore in FY 2024-25.
He said that Earnings Per Share (EPS) increased to Rs 17.52 per share, as compared to Rs 9.82 per share in the previous year. The higher profit was mainly attributable to an increase in product margins and sales volume during the year.
During FY 2025-26, the refinery processed 3,113 TMT of crude oil, displaying a robust performance at 103% of its rated capacity. The Company’s flagship Numaligarh Refinery Expansion Project (NREP) achieved 87.1% physical progress as on 31st March 2026. To facilitate evacuation of products following commissioning of NREP, the Siliguri Marketing Terminal of the company is undergoing capacity expansion and augmentation and has achieved 86.3% physical progress at the end of the Financial Year.”
He added, “we made the target of first crude oil on 31st December 2025. The mother units are under commissioning as we speak. Out of 1635 kilometres, 1590 plus kilometres have already been laid. The pipeline is already buried. There are some segments remaining.”
He added, “I am very happy to say that we have already commissioned the pipeline capacity upgrade from 1.72 million metric tonne per annum, that is product pipeline to 5.5 million metric tonne per annum, that is from Numaligarh to Siliguri.
Myanmar's Tatmadaw (military) have often engaged in armed clashes with the civilian forces since February 2021 after the military junta seized power in the neighbouring country.
Sources in NRL said, “Unfortunately what has happened is that there is regime change in Myanmar. The area close to Moreah on the Indian side is Sagaing Region and contiguous to Moreah. This is an area of high potential, totally un-serviced area. There are around 40 lakh people living in the area. We have worked out a detailed plan for the area. NRL had plans to open retail outlets there.”
