New Delhi: Indian Gas Exchange (IGX) has received regulatory approval to set up a capacity booking platform for liquefied natural gas (LNG) import terminals, which would enable users to access terminal capacity more easily and transparently, the Petroleum and Natural Gas Regulatory Board (PNGRB) said in a statement on Friday.

“The proposed platform will provide a centralised and organised mechanism for the listing and booking of unutilised regasification capacity at LNG terminals, enabling market participants to identify available capacity and access it in accordance with their requirements,” the regulator said.

“It is notable that a large number of terminals are reporting poor capacity utilisation and could avail of this facility to attract LNG cargoes by transparently discovering lower regasification charges,” it added.

At present, terminals enter into bilateral agreements with users for capacity booking. The IGX platform will offer an additional route for booking capacity, with participation entirely voluntary.

IGX will act as a facilitator, while contractual negotiations, payment settlements and risk management will continue to be handled directly by the buyers and sellers concerned, the regulator said.
