ADAG wins 4 coal bed methane blocks
The CCEA on Friday gave its seal of approval to the award contract of 10 coal bed methane (CBM) blocks.
Coalgas-Deep Industries combine has landed with two blocks, while the remaining one has been snapped up by BP Exploration, according to an official statement.
The ADAG-led consortium includes Reliance Energy-Reliance Natural Resources and GeoPetrol. GAIL-EIG and Tata Power are part of the Arrow Energy-led team. Blocks have been awarded to the consortia as recommended by the empowered committee of secretaries (ECS), chaired by the cabinet secretary. Other members of ECS include secretaries of finance, mines, coal and petroleum.
The ECS had re-examined the bid evaluation for the third round of CBM-III blocks following a CCEA request to that effect. Last month, one of the bidders, the Anil Ambani group, had alleged that the company lost two of the 10 blocks by a narrow margin due to subjectivity of the directorate general of hydrocarbons (DGH). The charge was, however, subsequently denied by the petroleum ministry.
The CCEA had deferred the award of the contracts as it wanted technical evaluation of the bids to be done by the full committee (ECS). The earlier bid evaluation was done by the ECS comprising a secretary and two joint secretaries. The government had invited bids for the 10 CBM blocks in February ’06.
