As of September 19, 89.9% of active domestic LPG consumers had completed the authentication.
Consumers who have not completed BAA can still receive LPG cylinders, but they will have to pay the applicable market price without subsidy if they choose not to authenticate.

The government said the authentication requirement aims to ensure that subsidised LPG reaches eligible households and prevent the diversion of domestic cylinders for commercial and industrial use.
How consumers can complete authentication
Consumers can complete BAA during cylinder delivery, at their LPG distributor's showroom or through the mobile application of their oil marketing company.Indane customers can use IndianOil ONE, Bharatgas customers can use HelloBPCL, and HP Gas customers can use HP PAY to complete the process themselves.

Those who do not wish to authenticate must register their choice through their oil marketing company's digital channels. They can continue receiving 5-kg or 10-kg cylinders at market prices, subject to local availability.
Subsidy and compensation
Domestic LPG is sold below cost. The implicit subsidy for September 2026 is around Rs 210 per 14.2-kg cylinder, compared with Rs 721 in June.The government said it paid oil marketing companies Rs 22,000 crore in compensation in FY23 and is paying Rs 30,000 crore in FY26 and FY27. Their accumulated under-recoveries on domestic LPG exceeded Rs 62,000 crore as of August 31, 2026.
