FM Arun Jaitley on three major reforms in Budget 2017
Early presentation of the Budget to avoid a vote on account and have a single appropriation bill, merger of the Railway Budget into the General Budget and scrapping Plan-Non-Plan bifurcation, allowing holistic control of expenditure are the three major reforms in Budget 2017, says Finance Minister Arun Jaitley.
